Is Uganda's School Calendar Broken Or Are We Just Too Tired to Talk About It?

Across several social media platforms in Uganda, a conversation is growing louder. Ugandan parents are asking questions that have always been whispered but rarely spoken openly: Is our three-term school calendar actually working for our families? Are our children learning enough to justify what we are paying? And if not — who is going to say so?

We (enroll.co.ug) don't have all the answers. But we think it's time to ask the questions out loud.

Three terms. Three sets of fees. Almost no breathing room.

Our academic calendar runs three terms a year. On paper, that sounds structured and productive. In practice, for millions of Ugandan families, it feels like a treadmill that never stops.

Term ends. A short holiday. Then fees are due again — often before parents have recovered financially from the last payment. For families with two, three, or four children in school, this cycle doesn't just stretch budgets. It breaks them.

One parent put it plainly on X recently: "By the time I finish paying Term 2 fees, Term 3 notices are already out. When do I breathe?" The post got hundreds of shares. Because many of us felt the same way and had never seen it said so simply.

The cost of school in Uganda is not just school fees

Here is what most school fees conversations miss. The tuition figure on the school's fee structure is only the beginning. By the time you add uniforms, books, transport, PTA levies, sports fees, lunch money, exam fees, and the unofficial "contributions" that come home in your child's bag — the real cost of one term is often double what the school advertised; and this happens three times a year. For the average Kampala family paying private school fees, education is often the single largest household expense. Bigger than rent and food, Even bigger than the cost of health care. That is a serious weight to carry indefinitely.

But here is the harder question: is it worth it?

This is where the conversation gets uncomfortable — and important.

If families were paying three sets of high fees and their children were emerging as exceptional critical thinkers, strong readers, confident problem-solvers — there would be less to debate. The investment would feel justified. But many parents are quietly asking themselves: what exactly is my child learning?

There are children who go through 14 years of Ugandan schooling and struggle to write a clear paragraph. There are S6 graduates who cannot hold a conversation in English — the very language their exams were written in. There are families who sacrificed enormously for a UCE certificate that their child then cannot use to find work or access university.

Is the system broken? Or is it simply that three terms a year leaves teachers too rushed, students too pressured, and families too financially strained to allow real learning to happen?

What do other countries actually do?

It is worth pausing to note that Uganda's three-term system is not universal. Many countries run two semesters — a longer period of focused learning followed by a meaningful break. Others run four shorter quarters. Some have moved to a near-continuous model with rolling assessments replacing high-stakes exams.

Each system has its trade-offs. None is perfect. But the common thread in education systems that produce strong outcomes is this: students are given enough time to go deep — not just wide. Rushing through content term after term, cramming for exams, and moving on regardless of comprehension is a recipe for certificates without competence.

We are not saying Uganda should copy anyone. We are asking: are we willing to look honestly at what is happening in our own classrooms?

The families quietly making different choices

Something interesting is happening in Uganda's private education market. Quietly, without much fanfare, a growing number of families are leaving the mainstream UNEB path and choosing alternatives : Cambridge, ACE, Montessori, and even structured homeschooling arrangements.

These families are not all wealthy. Some are middle-income parents making genuine sacrifices to access what they feel is a more thoughtful education for their children. They want an environment where their child is treated as an individual not processed through a system.

Whether these choices are better is genuinely debatable. But the fact that parents are making them tells us something. When families are willing to leave a familiar system despite the financial cost and social pressure they are trying to tell us something important about what the current system is not giving them.

What would a better conversation look like?

We are not education policy experts. We are a platform that helps Ugandan families navigate school admissions and in doing that work, we hear from a lot of parents. What we hear consistently is frustration mixed with helplessness. Parents who feel the system is not serving their children, but who do not know who to tell or what to demand.

That is the part we want to change. Not the entire education system overnight — that is above all of our pay grades. But the silence. The sense that these conversations only happen in WhatsApp groups, in hushed voices, never loud enough to reach the people who could actually do something.

Schools respond to pressure. Ministries respond to public discourse. Universities respond to what employers demand. The chain of accountability exists but it requires parents to use their voice outside of their group chats.

You have more power than you think

Here is something that rarely gets said plainly: Ugandan parents are not consumers with no power. They are the market. Every school in this country — private, aided, or otherwise — exists because families choose to send their children there and pay for the privilege.

When parents make informed choices — when they research schools, ask hard questions, compare options, and move their children when a school is not delivering — the market responds. Schools that are consistently failing will eventually lose students. Schools that are genuinely excellent will grow. That is how accountability works in the absence of perfect policy.

The problem is that most Ugandan parents do not have easy access to comparative information. They cannot quickly see how schools perform, what other parents are saying, or what their real options are. So they stay — not because they are satisfied, but because they do not know what else is out there.

At Enroll, we are building exactly that — a place where Ugandan families can discover, compare, and apply to schools in one place. Not to tell you where to send your child. But to make sure that wherever you send them, it is a genuine choice made with clear information.

Because an informed parent asking hard questions is the beginning of a better education system. And we think Uganda has enough of those parents. They just need the right tools.
